A potential customer requests email address for direct transaction or quantity discount.
I know Amazon doesn't allow 3rd party email address in Amazon system.
How should I respond in such case？Don't want to give customer bad experience, nor violate Amazon policy.

if you dom't want to get scammed and/or permanently suspended you tell the buyer outside transactions violate amazon policy and you can' do that

and that would be to contact you OUTSIDE of Amazon. You tell them it's not allowed and would get your account suspended.
