A buyer cannot file a safe-t claim, are you referring to an A-Z claim?
Did you use Amazon Buy Shipping? If not, the buyer will 99% of the time win the claim. You can suggest to then you are contacting the Post Master General to investigate.

You cannot win INR without signature confirmation and even then, might not. The only protection you have is by using Amazon buy shipping. You can read information on that via the help files

Tracking is not proof of delivery. Signature is the only proof of delivery.
Using Amazon buy-shipping provides some protection against INR claims.
You cannot file a claim against a buyer.

Hello @Seller_8bYh3gjJkQKpU
Thank you for posting your inquiry to the Forums.
When responding to an A-Z Claim, for delivery-related Claims, please include Dispatch method, proof of delivery, tracking number, customer’s delivery address, customer’s signature confirmation, and carrier details.
Please advise the claim ID or order ID and I can take a look.
