Dominic from Amazon here, I would be happy to help you. I haven't been able to take a look at your account to see what the issue is. My guess based on the limited information is your account may not be fully active which is causing this issue. Please ensure you have fully verified your account and everything is active. If you go to the settings tab in Seller Central and click on Account Info you should see the listing status as set to Active. If this is not the case you probably have limited access to Amazon Selling Services.
