Amazon won't accept my English language utility bills

I do not sell in Japan, but I thought I would open this marketplace a few years ago. I never finished setting up the account, and they deactivated it, which I did not care about.

Now, they have deactivated my US account and demanded that I finish setting up Japan in order to get it back. I keep submitting perfectly valid utility bills, and they keep rejecting them with no explanation. I cannot get a call back because I don't have a Japanese phone number. I am stuck with what to do, the US Account Health people cannot help me.
