Why does it take so long to get Hazmat FBA enrollment approved?

My product is classified as hazmat, so I was enrolled automatically into the dangerous goods FBA program, but I have waited for over 6 months, and still it has not been approved by amazon. Does it always take this long for hazmat FBA?
