How to Stop Auto Authorized Free Replacements?
Occasionally a customer will initiate a return and Amazon will automatically create a new order for them to get another product sent to them for free.
All this does is create chaos as we NEVER approve a replacement without 1st seeing photo evidence of a product issue, and even then we send the replacement on our terms and not as a new order number.
The reason is this situation only arises when we use a third party to assist in product making/shipping and for their error they do the replacement on their nickel instead of me paying for a new order and shipping.
If we do a replacement that generally means we tell the customer to not return what they received.
We have to cancel these returns and also cancel the auto created free replacement order.
Is there a return setting that needs changed? I can't find it.

If it is a replacement order, it's not free. The buyer has to return the first order or gets recharged. Exception is non returnable products, such as consumables.
Multiple policy violations right here....
