Amazon suggests me to open new account as the old one terminated 4 years ago

As the title says my account got terminated 4 years ago due to inactivity. I have spent months trying to get my account re-activated. Get my documents prepared and translated with notarization and everything and eventually got verified by Amazon. However I am one of those verified but not reactivated accounts. After all trial and errors attempts I have been told by Amazon official that I better have new account opened as the old one got terminated 4 years ago(P.S I have been trying to reactivate my account for last 3 months). I am presenting the content of the email that I have been sent.

"My name is Shridevi, and I will be assisting you today with this case. We understand that you would like to restore or reactivate your seller account. I realize the importance that this has for you and I will gladly help you to achieve the best resolution possible and give you the details behind every decision mentioned in this case. We reviewed your selling account and see that it has been 1348 days since the account was terminated or suspended. Unfortunately, we are unable to restore selling accounts which were terminated more than 4 weeks ago. We encourage you to open a new seller account on Amazon if you wish to continue selling. Alternatively To appeal this restriction, follow the steps below:

1. In Seller Central, go to Performance and click Account Health.

2. At the top of the Account Health page, click Reactivate your account.

3. Follow the instructions within the page to submit your appeal.

We might as well need a plan of action which is an explanation of the issues that lead to your deactivation, and preventative actions that you have implemented to ensure the issue does not happen again.

My question is that am I not gonna be in trouble with opening new account even it is said by Amazon official? I mean isn't it the number one rule " do not open second account as the issue itself needs to be fixed first.

If any amazon officials could chime in I would be grateful.
