Ultimately you will need permission from the Carharrt and Dr. Martens brands to sell their products on Amazon and provide a wholesale invoice from the brand or a distributor of that brand to prove you are legitimate (a receipt from a retailer is NOT a wholesale invoice). Or, in other words, best look for lesser known brands, other retailers to sell these products, or if you purchased these from a retailer, return them to that retailer for a refund.

YOU have to contact these brands, how else do you want to get the necessary "Letter of Authorization for selling on Amazon" from them?

Michelle at Amazon here. I see that you are trying to get approved to sell Carhartt and Dr. Martens. Your fellow sellers have given you some great information. Once you have the letter of authorization (LOA), you will need to request approval to sell them and provide your invoices as well as the LOA. The approvals team will then review the information you have provided and let you know if you are approved or not.
