Seller Approval Application for new brand got rejected

I have a new brand Seller Approval Application got rejected. The reply point me to the brand registry which didn't make sense for me . Since I know it's not required. Also, we attended IP accelerator from Amazon https://sell.amazon.com/programs/ip-accelerator and the attorney suggest us to file an “actual use” to sell on Amazon first before Register the brand. But this is blocking me to do that.
