I suppose we’re simply at the mercy of Amazon since it’s their platform. However, they constantly and systematically don’t follow their own rules and policies. Today, they denied an A to Z claim because they indicated we didn’t ship within the timeframe, but we did. We shipped the next business day, and this fact is visible on the Amazon invoice. The Amazon shipping was paid for before the required date. We read story after story about Amazon seemingly not following their own policies, and apparently surreptitiously attacking their 3rd party sellers by not fulfilling their commitments, rules, and policies.

One of the caveats to the policy is that the order must be scanned by the carrier by the ship date, was it?

That proves nothing. You can buy a label and never ship at all.
The rule is that the item must be scanned as accepted by the carrier. Tracking must show this.
