A to Z appeal granted, but never received the refund

I appealed an A to Z claim and I won the appeal. The ODR was removed, but I never received the refund. It has been about 45 days. I have reached out to customer service about 7 or 8 times and they continue to transfer the case. I have not heard back from anyone. What steps should I take.
