Storage Utilization Surcharge: Applies only to specific size tier?

I can&#39;t seem to find an article that specifies this, and I don&#39;t want to just assume.. but is the Storage Utilization Surcharge contained by the size tier of products, or all products? For example if I go over 22 weeks of inventory in oversize products, will the surcharge only be applied to oversize, or both oversize and standard-size products?
