I have a question regarding Amazon's newest policy on Inbound Defect Fees. According to the policy outlined here: https://sellercentral.amazon.com/help/hub/reference/GL5XA3MNXAJKJE8E, if your shipments are delivered to the wrong location or if you delete and abandon shipments, you may incur inbound defect fees to cover the additional costs associated with re-routing, receiving, and processing your shipment.
My specific query pertains to deleted shipments. In the link provided below: https://sellercentral.amazon.com/help/hub/reference/GLMEBQLNBY97ANYY, it mentions the scenario of "deleting shipping plans after you've approved them." I seek clarification on the definition of an approved shipment and at which stage and status of the shipment this approval is determined.
For instance, when using STA to create a shipment, after completing Step 1: Confirmed inventory to send and Step 2: Confirmed shipping, the process reaches Step 3: Print box labels, at which point the status of the shipment is "working." If the shipment is canceled at this stage, would it result in inbound defect fees being charged?
I would greatly appreciate any insights or information from those familiar with this aspect of Amazon's policies. Thank you.

Per the help page above, you approve shipping plans on the Review Shipments page, which begins the process of Amazon preparing for the arrival of your inventory.
