Chargeback for full amount when buyer was already refunded

Here's a new one:

Have a buyer that ordered two $464.98 items, for a total of $1010.16 including Amazon-collected tax.

Buyer opened a Return Request stating "Bought by mistake" with comment "Thought I canceled the purchase."

There was never any Cancellation Request. Of course provided the buyer with 2 prepaid return labels, and refunded minus return shipping (as was explained in the Return Authorization instructions) back on June 21st. This was not only a Buyer's Remorse return, but each item was 61 lbs which doesn't qualify for FREE RETURNS:

"How does FREE Returns work?

All return-eligible items, weighing under 50 lbs and sold by Amazon, have at least one free return option. You can return the item for any reason in new and unused condition for up to 30 days after purchase."

Today the buyer submitted a chargeback.

The system is now giving us an Account Level Reserve of the full $1010.16!

We only withheld $148.46 in return shipping. Are we really supposed to have money tied up that consists of a) a refund that was already processed and b) sales tax that we never even get, and has also been refunded?
