Product Assurance – Selling Children’s Toys on

Important: If you supply products for sale on Amazon, you must comply with all local laws and Amazon policies applicable to those products and product listings.

Children’s toys covered by this policy

For the purpose of this policy, “children’s toy” is any product or material designed or intended for use in play by children of under age of 15 (14 years of age and under).

Toys are determined to be “children’s toys” based on the following criteria:

  • Intended use: Is the ASIN to be used by children?
  • Packaging representation: Is the ASIN marketed towards children?
  • Age grading listed on the packaging for children under 15 years
  • Commonly recognized: Is the ASIN commonly known to be used by children?

Our Policy for children’s toys on Amazon JP

Amazon’s policy requires all children’s toy sellers to have the safety documents listed below. Upon request, you must promptly submit the required safety documentation from an accredited testing laboratory or organization.

Required safety standards and testing depend on the type of toy you are applying to list.

  • Picture of the product or package of the product which has ST Mark

Japan Food Sanitation Law Section 4 OR ST 2016 Part 3 Regarding Hazards chemical tests (soluble heavy metal + Phthalates)

And Mechanical/Physical or Flammability tests in any of below Toy Standards:

  • ST 2016 Part 1 or Part 2;
  • ASTM F963;
  • EN 71 (and EN/IEC 62115 if electric toys);
  • ISO 8124 (and EN/IEC 62115 if electric toys);
  • AS/NZS ISO 8124 (and AS/NZS 62115 if electric toy);
  • IS 9873 (and IS 15644 if electric toy)

Toy for children 6 to 14 years old

Any one of below:

  • ST 2016;
  • ASTM F963;
  • EN 71 (and EN/IEC 62115 if electric toys);
  • ISO 8124 (and EN/IEC 62115 if electric toys);
  • AS/NZS ISO 8124 (and AS/NZS 62115 if electric toy);
  • IS 9873 (and IS 15644 if electric toy)

How to submit the required documents for approval

Amazon is verifying the compliance of your toy products. If you are requested to submit certificate documents from Amazon via e-mail, follow the either of two ways below to submit your documents.

  • Submission method is different depending on the toys product type, so read the instruction in the e-mail carefully .
  • If an ASIN has multiple SKUs against it, document submission is required only once per ASIN to be approved.
  • Until you are requested to submit any documents via e-mail from Amazon, you do not need to take any actions.

In order to submit documentation for your ASIN(s), complete the following steps to start the application process:

  1. For general toys products:
    1. In Seller Central, click the Performance menu, and choose Account Health.
    2. Under Manage your compliance in the bottom right corner, click Product compliance requests.
    3. To add compliance documents or appeal for a product click Add/appeal compliance.
    4. Provide compliance documents and information in the Provide documents section, or provide appeal information in the Appeal request section.
    5. Click Submit to send your submission for review by Amazon.

  2. For specific toy product types:

    Special toys qualification team is verifying your documents. If the e-mail from Amazon requests to submit your documents to the e-mail address, you must apply by submitting the following information and documents to this email address:

    Necessary information

    1. Company name
    2. Merchant Token/Vendor ID
    3. Email address (of which you registered to Amazon)
    4. Phone number
    5. A list of ASINs you are applying to sell

    The required documents for the specific toy product types are different from those listed in above table. Find the required document from the table below.

Note: You certify that all materials you submit are true, authentic, and accurate. Amazon may remove your selling privileges for failing to meet these safety requirements. The product shown in the detail page must be the same as the product(s) for which you submit the required documents.

Consequences of Policy Violations

If you do not provide the required information by the applicable deadline or otherwise violate any part of this policy, we may:

  • Remove the relevant product listings
  • Suspend your ability to add new products and/or listing privileges
  • Withhold any payments due to you
  • Pursue legal action
  • Return the products to you at your cost

We reserve the right to take any further actions that may be necessary in our sole discretion.

Note: Account Health Ratings are not affected by product compliance submissions unless there is a policy violation.
